War is an act of violence intended to compel an opponent to submit to one's will. In theory, three reciprocal actions drive it toward absolute extremes: each side escalates force to overpower the other, each strives for total disarmament, and each increases effort to match the opponent's mounting resistance. Yet reality never permits this theoretical escalation. War arises from prior political relations, forces cannot all be mobilised simultaneously, allies intervene at different stages, and no result is ever truly final. These moderating influences transform war from an abstract exercise in maximum violence into a complex calculation of probability, where chance, danger, and courage pervade every decision. War is therefore a continuation of policy by other means, never an independent force that escapes political control. It forms a remarkable trinity: the blind instinct of violence belonging to the people, the play of probability belonging to the commander and army, and subordination to political purpose belonging to the government.
