Gun violence represents America's most devastating crime problem, accounting for fewer than 1 per cent of all crimes yet nearly 70 per cent of the total social harm. The United States has a murder rate five times higher than the United Kingdom, with almost all the difference due to guns. Yet conventional explanations for this crisis (characterologically bad people or root causes like poverty) cannot explain basic patterns: why adjacent neighbourhoods with identical demographics and economic conditions experience vastly different levels of violence, why shootings peak at certain times and among certain ages, or why most gun violence stems from arguments rather than premeditated crimes.
